Japanese telcos have launched a cooperative framework that aims to ensure quick restoration of networks after large-scale disasters.

The consortium includes six subsidiaries of the NTT Group, KDDI Corporation, SoftBank, and Rakuten Mobile. The framework officially commenced on 1 December 2024.

This initiative has received recognition from Japan’s Ministry of Internal Affairs and Communications. Following commendation for their efforts during the 2024 Noto Peninsula Earthquake, the ministry anticipates further advancements in cooperation among these carriers to enhance disaster response capabilities.

The cooperative framework features:

Shared use of assets for network restoration:

The framework empowers telecom carriers to jointly utilise each other’s assets, including business facilities, accommodations, storage sites, and refueling stations. This mutual support aims to expedite the restoration of communication networks in disaster-affected areas.

Deployment of ships owned by NTT Group and KDDI Corporation:

In an innovative approach, the NTT Group and KDDI Corporation have developed a system using their cable-laying ships to transport essential relief supplies such as portable base stations, generators, fuel, mobile phones, water, and food to affected regions. SoftBank and Rakuten Mobile have joined this initiative, enabling them to deploy their own base stations on these vessels. This collaboration will accelerate the restoration of mobile services in coastal disaster zones.

Strengthened collaboration between mobile and fixed-line operators:

Enhanced cooperation between mobile and fixed-line operators will see the sharing of vital information necessary for assessing damage and prioritising network restoration efforts. The initiative includes identifying disruptions in fixed-line networks that affect crucial locations such as municipal facilities and hospitals, ensuring these areas are restored promptly.

By focusing on both immediate disaster response and long-term resilience, the eight companies aim to contribute significantly to the creation of a sustainable society. This collaboration underscores a commitment to leveraging collective resources and expertise for public safety and continuity in times of crisis.

As the nation continues to face natural disasters with increasing frequency, this cooperative framework between Japanese operators represents a proactive step towards safeguarding communication networks—enhancing the nation’s disaster preparedness and response capabilities.
